The Washington County Board of County Commissioners will convene on Tuesday, May 6, 2025, to address a packed agenda that includes several public hearings on fee adjustments, capital project updates, and proclamations recognizing Drug Treatment Court Month and Preservation Month. The session will begin with an open comment period for citizens, followed by the Commissioners’ reports and staff updates. The board will then present proclamations honoring May 2025 as both Drug Treatment Court Month and Preservation Month in Washington County. The remainder of the agenda is heavily focused on public hearings and departmental proposals related to fiscal year 2026 planning.
Among the major items up for public input are proposed increases to water and sewer fees, which would affect both base and volume rates for residential and commercial customers. These adjustments are projected to generate an additional $189,700 in revenue. Other rate changes include updates to administrative fees, sludge processing costs, and laboratory analysis charges. Similarly, the landfill division has proposed restructuring residential permit fees and increasing tipping fees, with an anticipated revenue gain of $263,605.

The Commissioners will also consider modifications to charges at Hagerstown Regional Airport. A 3% rental fee increase for T-hangars is being proposed to maintain FAA compliance and cover facility maintenance. Additionally, amendments to the Adequate Public Facilities Ordinance (APFO) and Building Excise Tax Ordinance (BETO) will be discussed. The suggested changes aim to decouple the two ordinances, streamlining school mitigation funding efforts. County staff argue that clearer separation of APFO and BETO obligations will lead to more efficient and transparent development planning.
In other agenda items, officials will review procurement requests for radio communications equipment, Oracle IT services, and a new computer-aided dispatch interface. A proposal to designate a Washington County Fire Code Official as Assistant State Fire Marshal will also be introduced. The Transit Department will present a Five-Year Development Plan and discuss a consolidation plat for fleet maintenance operations.
Following the open session, the Commissioners will enter closed session to discuss personnel matters, zoning board appointments, and economic development incentives for the cannabis industry. They are scheduled to reconvene in open session at 11:30 AM before adjourning.
