The FY 2026 budget review will be led by Chief Financial Officer Michelle Hepburn and Accounting and Budget Manager Brooke Garver. Planned changes in city fees include a rise in commercial recycling and trash collection fees, increases in police special assignment charges, and adjustments to rental rates for city employee housing. Upcoming work sessions will focus on multi-year projections and capital improvements across several utility and service funds, including electric, water, wastewater, and stormwater. A public hearing on the budget and property tax rate is scheduled for May 13, followed by ordinance adoption on May 20.

Council will also consider a proposal to regulate vending machines on public sidewalks. Neighborhood Services Manager Paul Fulk is expected to present recommendations addressing where and how such machines may be installed. Additionally, City Engineer Jim Bender will provide an update on the Summit Avenue railroad crossing project, focusing on engineering and safety concerns related to the site.
Another significant topic on the agenda is a revised ordinance that would prohibit outdoor lodging in public areas. The proposal, submitted by the Hagerstown Police Department, includes a newly added sunset clause that limits the ordinance’s duration to six months unless extended by Council. The measure also clarifies definitions and enforcement procedures, aiming to address public health and safety concerns while accommodating events approved by the city.
