According to officials, deputies pulled over a white BMW X7 for speeding while patrolling northbound on Route 15. During the stop, one deputy returned to the patrol car to run standard checks while another noticed the driver attempting to hide a taped package under the driver’s seat. A search of the vehicle followed, revealing two taped blocks of heroin weighing approximately 598.5 and 599 grams respectively, a large Ziploc bag containing multiple bags of suspected crack cocaine totaling around 519 grams, and $3,818 in cash.

The driver, identified as 46-year-old Xerxus Rashad Belvin of North Carolina, was arrested and taken to the Frederick County Adult Detention Center. He faces two counts each of possession of a Schedule II controlled dangerous substance—heroin and crack cocaine—two counts of importing a significant quantity of cocaine into Maryland, two counts of possession of a large amount of controlled substance, and several traffic-related violations.
