A city-led initiative aimed at expanding homeownership in Baltimore has surpassed a major milestone. Mayor Brandon M. Scott announced Friday that the “Buy Back the Block” grant program has now distributed over $750,000 in funding, enabling more than 60 city residents to purchase homes for the first time. Funded through the American Rescue Plan and administered in partnership with Live Baltimore, the program offers grants to eligible residents to help revitalize neighborhoods and promote long-term housing stability.

Celebrated at the home of a recent grant recipient in the Northwest Community Action neighborhood, the milestone event included remarks from Mayor Scott, State Senator Antonio Hayes, City Councilman James Torrence, and Live Baltimore Executive Director Meghan McCorkell. The event highlighted the program’s impact on individuals like Ian Morgan, who received a $15,000 grant to help purchase a fully redeveloped home, once left vacant due to arson. Morgan worked with Baltimore Rebirth, a local development firm, to secure the property.
The program provides two types of financial assistance: a $15,000 grant for home purchase and a $20,000 grant for purchase and renovation. To qualify, applicants must have lived in a designated grant-eligible area for at least 12 months and intend to buy within the same zone. All recipients must also complete homeownership counseling and work with an approved lender.

More than 40 grants remain available through the end of 2025, with awards given on a first-come, first-served basis. The city and Live Baltimore encourage eligible residents to visit LiveBaltimore.com to begin the application process by completing an eligibility quiz. A searchable map of eligible neighborhoods is also available online, helping potential applicants determine their qualifications for support under the program.
