The third year of the Agriculture Innovation and Equipment Grant program was reviewed, showcasing its positive contributions to the county’s agricultural economy. This initiative has funded a variety of projects designed to improve farm operations, boost safety and efficiency, and foster local food production. Investments have included upgrades to milking facilities with robotic systems, comprehensive renovations for barns and livestock housing, the implementation of cattle handling systems, and the acquisition of specialized equipment for crop production. Additionally, the program has supported the expansion of agritourism ventures, offering new avenues for community engagement and education centered around local agriculture. The Board expressed its ongoing commitment to Washington County’s rich agricultural heritage and its future economic vitality through this program.

Significant financial and resource support for public safety services within Hagerstown was also a focal point of the meeting. The Division of Emergency Services presented data illustrating the county’s substantial investment in the city’s fire and emergency medical services. County personnel respond to a considerable percentage of calls within city limits, with approximately 43% of Emergency Medical Services calls and 31% of fire service calls occurring within Hagerstown. These services represent a financial commitment of approximately $3.5 million for EMS and $6.7 million for fire services within the city, totaling $12 million, or 37.6% of the emergency services budget. This funding includes direct contributions for equipment, general allocations to city fire companies, and support for Community Rescue Service operations. Beyond operational funding, the county continues its long-term investment in public safety infrastructure and training at the Public Safety Training Center, with over $22 million already invested in the academic building and ongoing projects for a burn building and site work, with an anticipated total investment exceeding $50 million. These efforts are designed to strengthen emergency response capabilities and enhance training for all public safety personnel serving county residents.

In a move to further incentivize the preservation of historical properties, the Board approved Memoranda of Understanding with the Towns of Boonsboro and Sharpsburg. These agreements will allow residents in these municipalities to participate in Washington County’s Historic Structures Tax Credit Program. Under these new arrangements, the County’s Historic District Commission will review applications from property owners seeking tax credits for eligible historic property rehabilitation projects. This review process ensures that proposed work adheres to established county design guidelines and national historic preservation standards. The formalization of these agreements signifies that Boonsboro and Sharpsburg are now officially recognized as qualifying municipalities within the county’s historic tax credit program, offering residents a voluntary pathway to preserve and invest in their historic properties.

Additionally, the Board awarded a construction contract for Phase I of the Public Safety Training Center’s Tactical Village. This initial phase will focus on site preparation, including grading, concrete work, stormwater management, and paving for an apparatus operator and defensive driving area. The Tactical Village is planned as a multi-phase development, intended to include various training props and structures for police, fire, and emergency services personnel. The overall objective of the Tactical Village is to provide a realistic and safe environment for hands-on training, ultimately contributing to the development of highly skilled and prepared public safety professionals equipped to manage complex emergency situations within the community.

Other actions taken by the Board of County Commissioners included the approval of a Memorandum of Agreement with the Maryland Department of Transportation State Highway Administration concerning traffic safety measures in the Town of Keedysville. The Board also approved an update to Resolution #2025-26, addressing non-compliance issues for the County Office of Fire Marshal. Further details and discussions from the meeting are available for public viewing on YouTube.
