They will also receive updates on a pending business expansion project and consider appointments to several local boards, including the Historic District Commission, Ethics Commission, and Housing Authority. These discussions are closed to the public to safeguard sensitive security and personnel details.
At 4 p.m., the special session will open to vote on an ordinance prohibiting lodging in outdoor public spaces—a move designed to address safety and sanitation concerns—and to approve the purchase of a portable remote firing cart for the Police Department at a cost of $15,725, funded by a federal forensic science grant. Residents can expect enhanced officer safety during firearms training and clearer guidelines on public camping.

Next, staff will outline the impact of PJM’s capacity rate hike—from $2,304 to $16,222 per megawatt‐day—which will be passed through to customers starting with August bills, adding roughly $0.0164 per kilowatt‐hour and a $5 million annual increase in power costs. Finally, the council will review revisions to the Main Street Startup Grant agreements—removing landlords as signatories and clarifying liability language—to ensure faster deployment of state funds supporting new and expanding businesses downtown.
