Hagerstown City Council to Convene Work Session Addressing Electric Rates, Pedestrian Safety, and Community Grants

The Hagerstown Mayor and City Council are scheduled to hold a work session on September 8, 2026, to discuss a range of critical city matters. The session, which follows an executive session, will cover topics including proposed changes to electric retail operating rates, an update on pedestrian safety initiatives along Route 40, and the acceptance of grant funding for essential infrastructure projects. Residents can tune into the televised and recorded meetings for details on these important city operations.

The work session will commence at approximately 4:00 p.m. at City Hall’s Council Chamber. A proclamation declaring Abilities Advocacy Month is on the agenda, followed by a presentation recognizing the City of Hagerstown’s receipt of an Optimization Award from the Maryland Department of the Environment. Officials from the Utilities department will detail the award, which acknowledges achievements in water and wastewater management.

A significant portion of the meeting will be dedicated to financial and infrastructure discussions. The City Council will review the cost of service and proposed electric retail operating rates, a decision that could impact utility bills for residents and businesses. Additionally, updates are expected on the Route 40 Pedestrian Safety Action Plan, a project aimed at enhancing safety for those traveling on foot in a key corridor. The council will also consider the acceptance of funding for crucial storm drainage system improvements, a project vital for managing water runoff and preventing localized flooding. Further infrastructure discussions include renovations planned for the building at 32 N. Potomac Street and the findings from a closed-circuit television inspection of the city’s storm drains, which helps identify maintenance needs.

The council will review the 2025-2026 Annual Land Management Code amendment package, a process that shapes the city’s land use policies. They will also consider draft updates to the Historic District Commission Design Guidelines, which influence development within historic areas to preserve the city’s character. Finally, the meeting will address a Maryland Energy Administration Residential Energy Equity Grant, with presentations from community liaisons regarding its potential to assist residents with energy costs.
