The day’s proceedings will begin with an executive session at 3:00 p.m. According to the authority cited, Annotated Code of Maryland, General Provisions Article, Section 3-305(b), this closed-door session is primarily for the purpose of consulting with legal counsel to obtain legal advice. Such sessions are permitted under Maryland law to allow government bodies to discuss sensitive matters that may require legal input without public disclosure.
Following the executive session, a special session will convene at 4:00 p.m. The main item on this agenda is the approval of a resolution authorizing support for House Bill 1142. This bill aims to establish a task force dedicated to modernizing county and municipal revenue sources. The city’s support for this legislation could have future implications for how local governments generate revenue, potentially impacting residents through changes in taxation or fees.
At 4:15 p.m., a work session will commence, featuring several key discussions. The session will begin with a presentation of the “State of the City” video. Following this, the council will review a revised license agreement for a monument sign at Kilpatrick Woods, with the City Engineer providing details. This may be of interest to residents in the vicinity of Kilpatrick Woods or those involved in local business signage.
The agenda also includes discussions on significant utility matters. At 4:45 p.m., a Wholesale Power Services Agreement will be reviewed, with input from the Deputy Director of Electric Operations and the Director of Utilities.
