Hagerstown Mayor and City Council to Convene Special Session and Work Session on July 21st

The Mayor and City Council of Hagerstown will hold a special session, work session, and executive session on Tuesday, July 21, 2026, at Hagerstown City Hall. The meetings, scheduled to begin at approximately 2:00 p.m., will cover a range of important city matters, including the establishment of a charter review committee, review of lease agreements, proposed parking systems, financial settlements, utility fee adjustments, and budget discussions. All sessions will take place in the Council Chamber on the second floor of City Hall, located at 1 East Franklin Street. The meetings will be televised and recorded for public access.

The special session, commencing at 2:00 p.m., will focus on the approval of a resolution to establish a Charter Review Committee. Following this, the work session will begin at approximately 2:05 p.m. with a preliminary review of the agenda. Several key items are slated for discussion during the work session. At 2:20 p.m., a review of a lease holdover concerning the Maryland Department of Labor, Licensing and Regulation (DLLR) is scheduled, with Economic Development Manager Doug Reaser expected to present. Following this, at 2:30 p.m., City Engineer Jim Bender will present a proposal for a parking permit system in the Historic Heights neighborhood.

Further into the work session, at 2:50 p.m., Jim Bender will also address a settlement agreement with Boulevard Contractors related to a property at 32 N. Potomac Street. Subsequently, at 2:55 p.m., Nancy Hausrath, the Utilities Director, will lead a discussion on miscellaneous water and sewer fee adjustments. The meeting will then pivot to public safety and development matters. At 3:05 p.m., Chief Paul ‘Joey’ Kifer and Captain Andrew Lewis are set to discuss e-bikes, e-scooters, and a camera system. Planner Matt Ross will then present on the Strategic Demolition Fund and Community Legacy Grant at 3:25 p.m. The work session will conclude with a discussion on the FY28 Budget led by City Administrator Scott Nicewarner, beginning at 3:40 p.m. The City Administrator and Mayor and Council will also have an opportunity for comments.

At approximately 4:00 p.m., the Mayor and Council will move into an open session for the purpose of voting to close the meeting to discuss matters permitted under the Open Meetings Act for executive or closed sessions. The executive session will commence immediately after this vote, also in the Council Chamber.
