The awarded projects will be developed under the newly established Valley Link Transmission Company LLC, leveraging the resources and expertise of the three companies. The collaboration aims to provide cost-effective solutions to meet the region’s growing energy demands. PJM selected the joint venture’s proposals following an extensive review process, determining they best addressed grid reliability needs while supporting economic development.
The projects include constructing approximately 260 miles of 765-kilovolt (kV) transmission lines and two substations between Putnam County, West Virginia, and Frederick County, Maryland. An additional 155 miles of 765-kV transmission lines and a substation will be built between Campbell County and Fauquier County in Virginia, along with a new substation in Caroline County, Virginia.

Currently in the early stages of development, the projects require further permitting, regulatory approvals, and construction planning. The companies will engage with communities and stakeholders throughout the process to minimize potential impacts and gather valuable input. In addition to the joint venture projects, PJM also approved other transmission projects to be developed individually by each of the three companies within their service areas.
