The session will begin at 4 p.m. following the State of the City address at the Maryland Theatre. Key topics on the agenda include the Doleman Black Heritage Museum project, the Choice Neighborhoods Draft Transformation Plan, parking system updates, a fireworks exemption for Meritus Park, and a quit claim request for a right-of-way at 528 E. Franklin Street.

The meeting will start with a presentation by Alesia Parson-McBean, Project Director of the Doleman Black Heritage Museum, who will provide an update on the museum’s progress and request financial support for its future home project. Additionally, the museum is seeking backing for the 2025 Juneteenth Celebration in Hagerstown. Representatives from Travis Price Architects and members of the Juneteenth planning committees are expected to join the presentation.
Hannah Clark, a planner with WRT Design, will then present the Choice Neighborhoods Draft Transformation Plan. The plan aims to enhance the targeted Hagerstown neighborhoods of Douglass Court, Parkside Home, and Frederick Manor, with a focus on housing, community development, and economic opportunities. The project is part of a $500,000 Choice Neighborhoods Planning Grant awarded by the U.S. Department of Housing and Urban Development (HUD) in 2023, with the final plan expected in September 2025.
