The SIEC’s meeting at MDEM Headquarters was a crucial step in setting priorities for statewide interoperability. A key outcome of this gathering is the initiation of a process to revise the 2022 Maryland State Communications Interoperability Plan (SCIP). This update is designed to identify current communication capabilities and explore new opportunities to enhance both voice and data communication systems for emergency personnel. The ultimate goal is to strengthen the state’s ability to manage emergencies by ensuring that responders can communicate clearly and without interruption, regardless of their agency or jurisdiction.
Governor Wes Moore’s recent Executive Order 01.01.2024.20 reestablished the SIEC, formally charging it with providing governance over public safety emergency communications interoperability. This directive emphasizes the efficient and effective use of resources related to these critical communications. The SIEC’s work builds upon previous statewide efforts to create a more robust governance structure, improve coordination between state and local entities, and expand Maryland’s interoperable communication infrastructure. These actions are intended to position the state to achieve its interoperability objectives through a comprehensive 2026 Workplan.
The revision of the SCIP, led by MDEM’s Assistant Secretary and Statewide Interoperability Coordinator, Jack Markey, is expected to generate strategic recommendations. These recommendations will focus on enhancing public safety voice and data interoperability, potentially reducing costs and mitigating technical risks, while simultaneously boosting the reliability and overall effectiveness of communication systems.
Operational communications are fundamental to emergency management. The ability of responders from various agencies and different geographic areas to communicate effectively is paramount during emergencies. MDEM plays a vital leadership role in fostering this interoperability by facilitating collaboration among local, state, and federal partners. This collaboration focuses on aligning systems, establishing common standards, and coordinating planning efforts, rather than operating individual communication networks. The objective is to ensure that existing systems, such as the FirstNet Public Safety Broadband Network and the Maryland FiRST radio system, work together seamlessly across different jurisdictions. This integrated approach aims to improve communication coverage, expedite information sharing, and ultimately lead to more effective emergency responses for the benefit of all Marylanders.
