Hagerstown, MD – The Washington County Board of County Commissioners (BOCC) has taken significant steps to bolster public transportation services, enhance public safety training facilities, and support vital community programs at their March 17, 2026 meeting. The board approved the acceptance of federal and state transit grants, which will ensure the continued operation of essential public transportation, including fixed-route services, ADA paratransit, and specialized transportation programs for residents. Of course, the meeting was not uneventful, with disruptions related to the 9-1-1 fee increase public hearing and the ICE warehouse in Williamsport, Maryland.

In addition to transit initiatives, the BOCC has allocated substantial funding towards public safety infrastructure. The board approved $9.2 million in Capital Improvement Program (CIP) funding for the ongoing development of the Public Safety Training Center. This state-of-the-art facility is designed to accommodate comprehensive training for all public safety disciplines, including fire services, emergency medical services, law enforcement, and emergency management. The center aims to provide a safe, controlled environment that simulates real-life emergency scenarios, thereby enhancing the preparedness and effectiveness of the county’s first responders.
The meeting also saw the approval of a grant application to support the county’s Office of Problem-Solving Courts. These programs are designed to assist individuals with substance use disorders by providing access to treatment, case management, mental health services, and peer recovery support. By addressing underlying behavioral health issues and fostering accountability, these initiatives seek to reduce recidivism rates, improve participant outcomes, and contribute to overall community safety.
Furthermore, the Board of County Commissioners formally recognized National Surveyors’ Week, highlighting the indispensable contributions of surveyors to land development, infrastructure planning, and the meticulous identification of property boundaries. This proclamation underscores the profession’s ongoing significance in maintaining accurate land records and guiding responsible development within the county.
During the meeting, the BOCC also received a presentation on the proposed Fiscal Year 2027 General Fund Budget. This initial presentation outlined projected revenues and expenditures, including updated tax revenue estimates, operational costs, and departmental funding requests. The proposed budget aims to balance requests with anticipated revenues while preserving essential county services. This marks an early stage in the budget development process, allowing commissioners to deliberate on priorities, assess funding needs, and establish a framework for a balanced and sustainable final budget.
Other actions taken by the board included the approval of several purchase awards and contract renewals across various county departments, ensuring the continued operation of essential services. An easement agreement was also approved to support a stream restoration project in the Clear Spring area, reflecting the county’s commitment to environmental stewardship and the protection of natural resources.
