Montgomery County drivers are now subject to new traffic regulations concerning right turns at red lights in designated downtown and town center areas, according to information released by the Montgomery County Department of Transportation (MCDOT). Already in effect since July 1, drivers are prohibited from making right turns when facing a red traffic signal within these busy zones, a measure intended to enhance safety for pedestrians and cyclists.

This new rule applies to intersections in high-density downtown areas such as Bethesda, Friendship Heights, Silver Spring, and Wheaton, as well as town centers located in Germantown, Glenmont, Twinbrook, and White Flint. Over 200 intersections within these locales have been marked with signage explicitly stating “No Right Turns on Red.” Violators of this new regulation may incur a $90 fine and receive one point on their driver’s license, aligning with penalties for similar infractions elsewhere in Maryland. Typically, right turns on red are permissible in Maryland unless a sign indicates otherwise.
The implementation of this prohibition is part of the broader Safe Streets Act of 2023. This legislation aims to improve safety on Montgomery County’s roadways by addressing key traffic and pedestrian concerns. In addition to restricting right turns on red in busy commercial districts, the Safe Streets Act also includes provisions for extended pedestrian crossing times and mandates infrastructure reviews following incidents in school zones, walkable areas, and near bus stops. These measures are designed to support the County’s Vision Zero initiative, which seeks to eliminate serious and fatal crashes.
The decision to limit right turns at red lights in these specific areas is driven by concerns over pedestrian and cyclist safety, particularly in locations where many residents walk, bike, or use scooters for transportation. Statistics indicate that a significant portion of pedestrian and cyclist-involved crashes occur at intersections, highlighting the need for enhanced safety measures in these complex traffic environments. The new rule is expected to reduce conflicts between turning vehicles and pedestrians, thereby decreasing the risk of injuries, especially for vulnerable road users like children and individuals using wheelchairs. Similar “no right turn on red” policies are already in effect in Washington, D.C., and some intersections in Arlington, Virginia.
