Washington County residents will have an opportunity to weigh in on the future direction of local development and land use policies at a public hearing scheduled for June 3, 2025. The hearing, hosted by the Board of County Commissioners, will focus on the draft 2040 Comprehensive Plan Update and will be held at 6:00 p.m. at the Washington County Public Safety Training Center in Hagerstown. Planning and Zoning staff will be available starting at 5:30 p.m. to answer questions, and the public is encouraged to provide feedback in person, by email, or through mailed correspondence.

The 2040 Comprehensive Plan Update includes revisions based on over 60 public and agency comments received during a prior hearing on January 13, 2025. Key concerns raised included the proposed removal of the Preservation Policy Area, changes to the Urban Growth Area boundaries, and reductions in areas designated for Industrial Flex zoning. In response, the Planning Commission restored the Preservation Policy Area and adjusted other aspects of the plan to better balance growth management with conservation and infrastructure limitations. Public comments also prompted map and data table updates in Chapter 14, which covers growth management and land use.

Changes to environmental conservation policies, including stream buffers, were also made. While some stream buffer zones were reduced in size, none were eliminated entirely. Additional land use revisions came from five individual property owner requests, each of which were evaluated by the Planning Commission and led to various modifications to land use policy areas. Examples include reclassification of properties between agricultural, residential, and commercial uses based on suitability and location within or near designated growth areas.

The updated draft plan is available online for review, and written feedback will be accepted through the close of the hearing on June 3.
