New details have emerged regarding the future of a large warehouse facility in Williamsport, Maryland, with publicly available documents now referring to it as a “processing and detention facility” for U.S. Immigration and Customs Enforcement (ICE). This designation contrasts with previous statements indicating no new facilities were being announced and follows reports of increased activity at the site, including the appearance of unmarked SUVs in the parking area. The facility, located at 16220 Wright Road, is undergoing a significant renovation and operational setup that could involve substantial federal investment.

The primary purpose of the 825,000-square-foot warehouse, situated on a 53.74-acre property constructed in 2022, is to provide short-term housing for individuals in immigration custody awaiting processing and administrative procedures. The proposed site improvements, overseen by KVG LLC, a Gettysburg, Pennsylvania-based Service-Disabled Veteran-Owned Small Business, involve retrofitting the existing structure without exceeding its current height or expanding beyond its boundaries. These enhancements include the installation of approximately 6,700 linear feet of perimeter security fencing to enclose a 38-acre operational area, a modular security checkpoint, and upgraded exterior lighting, security cameras, and access controls.
Exterior modifications will include painting or sealing the building’s facade, adjustments to truck bays, window bays, and doors, as well as roof and cladding repairs or replacements. Internally, the facility will be outfitted with holding and processing spaces, office areas, and public-facing visitor zones. Amenities such as cafeterias, bathrooms, and health care facilities are also part of the renovation plans. The site itself will see the addition of six exterior recreation courts on existing asphalt surfaces, upgrades to parking, landscaping, and drainage systems, and the replacement of the existing emergency generator. New telecommunications and fiber optic cabling will be installed, and sanitary sewer connections will be modified to accommodate projected wastewater flows.
According to the Baltimore Banner, a significant federal contract was awarded Friday to KVG LLC, which outlines the scope of work and includes both the renovation and the provision of “wraparound services” for the facility’s operation. This contract, classified under NAICS code 541614 (Process, Physical Distribution, and Logistics Consulting Services) and Product Service Code S206 (Housekeeping-Guard), has already seen $113,052,115.78 obligated as of March 6, 2026. The total potential value of this specific task order is estimated at $641,795,971.68. This order is part of a larger Department of Defense (Navy) parent contract, known as the “Worldwide Expeditionary Multiple Award Contract (WEXMAC) 2.1.”
The contract action date of March 6, 2026, aligns with recent reports of increased activity at the site. While the current performance period is listed as ending May 4, 2026, the potential end date extends to March 5, 2029, suggesting a multi-year operational plan for the facility, located south of Hagerstown, Maryland. “Wraparound services” encompass comprehensive operational supports necessary for managing a facility of this nature, including daily management, security, and maintenance.
