The individuals arrested were identified as William Shockey, 71, of Baltimore, and Charles Provost, 70, of College Park. Shockey faces first- and second-degree assault charges along with firearm offenses and is currently being held without bond at the Baltimore County Detention Center. Provost is facing similar charges and is awaiting his initial court appearance.

The first incident took place on February 18 near I-695 and Liberty Road. According to reports, a driver reported that the operator of a red Mustang, later identified as Shockey, displayed a firearm during an apparent road rage encounter. No injuries were reported. Troopers from the Maryland State Police Golden Ring Barrack investigated the complaint, leading to the identification and subsequent search of Shockey’s vehicle and residence, where a loaded handgun was recovered.
