When officers approached, Cross attempted to flee on foot, running between houses and attempting to hide. He was subsequently located by police and displayed a handgun before discarding it. Despite resisting arrest for over two minutes, Cross was subdued and taken into custody. He has been transported to the Washington County Detention Center, and additional charges related to today’s incident are pending.

Shooting Incidents Under Investigation

Police are investigating two separate shooting incidents involving the same victim, Kenneth Tyrone Jackson, 26, of Hagerstown. The first incident occurred on November 11, 2024, at approximately 7:20 p.m. in the 100 block of West Bethel Street. Jackson sustained a gunshot wound to the leg and was treated and released from Meritus Medical Center.

The second incident took place in the early hours of November 15, 2024, in the 200 block of West Franklin Street. Jackson suffered a gunshot wound to the shoulder and was transported to Meritus Medical Center with non-life-threatening injuries.

Authorities do not believe the two incidents are connected. Initial investigations suggest that both shooters were known to Jackson, and neither incident appears to have been random. Both cases remain active, with further details to be released as the investigations progress.

Police Presence and Response

In the November 11 incident, officers were in close proximity to the scene, with three members of the department attending a community meeting in Bethel Gardens and others stationed nearby. Police responded swiftly, providing aid to Jackson before he was transported for treatment.

The Hagerstown Police Department urges anyone with information regarding either incident to come forward as they continue their investigations. The department can be reached at (301) 790-3700.
