Per a press release from the Hagerstown Police Department, two individuals have been apprehended in connection with a shooting incident that occurred on September 30, 2026. The investigation, which began after officers responded to a report of a shooting on Sumans Avenue, led to the identification of a suspect vehicle. This vehicle was later located in the Maugansville Road area with two occupants.
When officers attempted a traffic stop at the intersection of Salem Avenue and Indiana Avenue, the vehicle fled, initiating a pursuit that ultimately concluded in West Virginia. Both occupants of the vehicle were taken into custody without injury. The investigation identified the suspects as Jacob Arroyo, a 26-year-old male from Hagerstown, and Leviticus Ricks, a 21-year-old male, also from Hagerstown.

Jacob Arroyo faces multiple charges, including four counts each of first-degree assault and second-degree assault. Additional charges against him encompass four counts of reckless endangerment, numerous traffic violations, and firearm-related offenses. Leviticus Ricks is also charged with four counts of first-degree assault and four counts of second-degree assault, in addition to charges of reckless endangerment (four counts) and firearm-related offenses. Both individuals are currently being held in Berkeley County, West Virginia.
The Hagerstown Police Department has stated that this incident is believed to be isolated and does not pose an ongoing threat to the public. The department acknowledged the significant assistance provided by the West Virginia State Police, the Berkeley County Sheriff’s Office, the Alcohol, Tobacco, Firearms, and Explosives (ATF) Martinsburg, West Virginia Office, and the Hagerstown Fire Department Fire Marshal in the course of this investigation. Further details are expected to be released as they become available.

The network aims to reduce violent crime through partnerships and improved information sharing to enhance the investigation and prosecution of violent offenders and their networks.
