Residents can attend the televised and recorded meetings, which will address a range of important city matters including proposed amendments to the Forest Conservation Ordinance, appointments to city boards, and significant infrastructure and public safety expenditures. The agenda also includes opportunities for public comment and the approval of various city services and funding allocations, signaling ongoing efforts to enhance the city’s services and development.
The meeting will feature several key administrative and departmental updates and approvals. During the regular session, the council will welcome new Directors of Housing & Community Development, Amanda L. Gregg, and Information Technology, Oren B. Reed, who will take their oaths of office. Several board appointments are also slated for consideration, including positions on the Board of Code Appeals and the Historic District Commission, ensuring continued community involvement in regulatory and planning processes. A significant item on the agenda is a public hearing concerning proposed amendments to the Forest Conservation Ordinance, identified as ZT-2026-01. This ordinance plays a crucial role in managing development and preserving natural resources within the city. Residents will have the opportunity to voice their opinions on these proposed changes during the public hearing, where thirty minutes are allotted for citizen comments germane to city business. The council will also consider the minutes from previous meetings held in May 2026.
The consent agenda, which typically includes routine matters requiring council approval, features a series of proposed expenditures across various city departments. The City Clerk’s office is seeking renewal for a social media archiving service, while the Engineering department is looking to approve contracts for storm drain system upgrades and service renewals for urban planning software and AutoCAD subscriptions. The Fire Department has several significant purchases on the agenda, including a new Pierce Enforcer Pumper, specialized smoke containment equipment, rescue tools, utility vehicles, and a storage building for their training center. These proposed expenditures collectively represent substantial investments in public safety and operational efficiency.
Further consent agenda items include allocations for Human Resources, such as insurance premiums for stop-loss, workers’ compensation, and excess liability. The Code and Neighborhood Services department is seeking approval for a contract to address weeds, trash, and debris abatement. The Police Department’s requests include the acquisition of cameras and licenses for departmental property and the expansion of the city’s camera system, along with rental costs for a property at 324 E. Antietam Street. The Utilities department is proposing several agreements, including a blanket contract for traffic control services, a contract for wood utility pole inspection and treatment, and the purchase of substation control batteries. Additionally, a five-year service plan for wastewater operations is on the consent agenda.
Under new business, the council will introduce an ordinance regarding amendments to the Forest Conservation Ordinance ZT-2026-01, aligning with the public hearing item. They will also consider a resolution to guarantee a lease between the Maryland Theatre Association and the Carroll County Foundation, Inc., related to the Miss Maryland contract renewal. Other new business items include the approval of the non-union pay scale, service and maintenance contracts for HVAC, elevators, and on-call electrical services, as well as city-wide janitorial services and funding levels for Invest Hagerstown in fiscal year 2027. The City Administrator and Mayor & Council will also have opportunities to provide comments before the meeting adjourns.
