As the primary election draws near, a review of the latest campaign finance reports provides insight into the financial standing of candidates vying for county commissioner seats. The data reveals significant disparities in fundraising and spending, with some candidates demonstrating substantial financial backing while others operate with minimal resources. These reports, filed as of the last disclosure, offer voters a glimpse into the financial engines driving each campaign. The most recent pre-primary filings cover contributions and expenditures through June 7, 2026.
Among the Republican candidates, Jeff Cline has amassed the largest total contributions, accumulating $58,882.00 to date, with an additional $1,600.00 raised in the most recent reporting period. His campaign has also demonstrated considerable spending, with expenditures totaling $40,107.60 over the cycle. Dan Young has secured $15,281.01 in total contributions and has spent $13,347.51. Randy Leatherman has raised $20,235.00 and has spent $16,087.97. Charles Burkett has accumulated $6,506.00 in contributions and has spent $7,755.36. Curtis Reigh’s campaign has received $853.55 in contributions and has reported expenditures of $417.63. John F. Barr’s campaign has not reported any monetary contributions, and has minimal expenditures of $6.00, though a loan of $5,000.00 is listed as an outstanding obligation.

On the Democratic ticket, Dave Williams has garnered $5,170.00 in total contributions and has spent $211.32. Lara Shepherd has raised $4,783.17 and has spent $3,635.13. Teri Pailen has received $3,011.00 in monetary contributions, plus an additional $88.35 in in-kind contributions, for a total of $3,099.35, and has spent $1,023.94. Patrick Kirby’s campaign has reported $737.82 in contributions and has expended $707.39. Jonathan Fish’s campaign committee has not reported any financial activity, with zero contributions and zero expenditures.
Independent candidate Taj Smith has raised $10,235.56 and has spent $5,470.05. However, her campaign has also reported $1,342.33 in in-kind expenditures.

So what are candidates spending on? Not surprisingly there’s a large focus on websites and yard signs, as well as TV and radio advertisements. Online advertising is significant, but not nearly as prolific as traditional media advertising methods.
Strategies vary by candidate. For example Republican Jeff Cline, who has spent the most out of all candidates, has leaned heavily into TV and radio advertisements.

For contrast, Independent Taj Smith has focused more on printing brochures instead of advertising.

And Dave Williams, who has raised the most out of the Democratic candidates, has chosen to bank most of his contributions, likely for after the Primary.

For voters, these financial figures can provide insight into a candidate’s campaign infrastructure, reach, and potential support base. Candidates with higher reported contributions may have broader networks of donors or have attracted significant individual backing. Conversely, candidates with lower reported income and expenditures may be relying more on grassroots efforts or personal resources. The presence of outstanding obligations or loans can also indicate future financial pressures or commitments for a campaign. Understanding these financial dynamics is an important aspect of evaluating a candidate’s viability and their ability to effectively communicate their platform to the electorate.
