The new kiosks have been strategically placed at several key downtown locations. These include the Elizabeth Hager Central Lot at 14 N. Potomac Street, directly in front of the Customer Service entrance. Additional kiosks are operational at 100 W. Washington Street, 60 W. Washington Street, 100 S. Potomac Street near the Washington County Free Library, 10 Public Square, 18 W. Antietam Street, and 119 N. Potomac Street. The addition of these solar-powered units aims to streamline the parking experience in the heart of the city.

In addition to the new kiosks, downtown Hagerstown offers three parking decks for further convenience: the University District garage at 25 N. Potomac Street, the A&E District garage at 25 Renaissance Way, and the Hub City Garage at 50 W. Antietam Street. For street-level metered parking and lot spaces, the standard rate is $0.25 for 15 minutes, $0.50 for 30 minutes, and $1.00 per hour. An exception to this rate can be found in the Antietam Street lot adjacent to the District Courthouse, where parking is priced at $2.00 per hour. Payment for all street-level metered spaces is managed through the PayByPhone mobile application.

For those looking to avoid meter fees, street parking in the downtown area remains free of charge on weekdays after 5 p.m. and throughout the entire weekend. These enhancements to the parking infrastructure are intended to facilitate easier access for individuals visiting downtown for shopping, dining, events, or to explore the Arts & Entertainment District, making a trip to the city center more accessible than ever.
