Previous data collection and community surveys have highlighted significant needs in Washington County across several key areas, including health and wellness, overall quality of life, economic prospects, and youth services. Through the CRRF, the county government intends to support programs and projects designed to create tangible and measurable positive changes within these identified focus areas. Organizations eligible to apply for this funding include nonprofit entities, community-based organizations, educational institutions, local government agencies, and other groups actively serving communities that have been disproportionately affected by past cannabis enforcement.

Applicants are encouraged to submit proposals that specifically address the priority areas of Economic Opportunity and Youth development. The evaluation of applications will prioritize projects that can demonstrate a clear and measurable impact on the community, promote equitable outcomes, and align with the overarching goals of the CRRF and the guidelines set forth by the State of Maryland. To be considered for funding, organizations must meet a set of eligibility requirements. These include being a registered 501(c)(3) nonprofit organization or a local government entity, maintaining good standing with the Maryland State Department of Assessments and Taxation, providing services exclusively to residents of Washington County within the 21740 ZIP code, and possessing a demonstrated history of sound fiscal management and successful program execution.
The CRRF grants are made possible through funding from the State of Maryland and are administered by Washington County Government. Individual grants awarded through this program can be up to $50,000. The performance period for funded projects is set to run from July 1, 2026, through December 31, 2026.
