Maryland lawmakers have concluded the 2026 legislative session, enacting several key pieces of legislation aimed at bolstering the state’s economic development, supporting businesses, and enhancing workforce opportunities. These initiatives, detailed by the Maryland Department of Commerce, are designed to strengthen Maryland’s competitive economic standing and foster growth across various sectors.

A significant legislative achievement is the passage of the DECADE Act of 2026. This comprehensive proposal introduces enhancements to several existing state programs, including the Sunny Day Fund, the Maryland Small Business Development Financing Authority (MSBDFA), and RISE Zones. The act seeks to invigorate the state’s economic development strategies by refining finance and tax credit programs to maximize investment returns. Under the DECADE Act, the Sunny Day Program, officially known as the Economic Development Opportunities Program Fund, will be administered by the Maryland Department of Commerce and rebranded as the Strategic Closing Fund. This realignment will focus the program’s efforts on attracting new businesses to the state.
Furthermore, the DECADE Act includes provisions within the Fiscal Year 2027 budget to support these economic development initiatives. These budget measures will bring about business tax reductions, substantial investments in education and workforce development, and additional funding dedicated to positioning Maryland as a leader in quantum technology. The MSBDFA Program has also been enhanced to provide increased maximum assistance amounts, better addressing the contemporary needs of small businesses throughout Maryland.
The legislative session also saw the extension of sunset dates for several important programs. The Build Our Future Grant Program will now continue until 2030, the Research and Development Tax Credit until 2031, and both the Job Creation Tax Credit and Theatrical Production Tax Credit have been extended to 2032. These extensions are intended to provide continued support and stability for businesses and industries operating within the state.
