Annapolis, MD – The state of Maryland will initiate a new procurement process for the second phase of the Francis Scott Key Bridge reconstruction project, according to a statement released by the Office of Governor Wes Moore. This decision comes after the state determined that the contractor’s proposed price and timeline for the next stage of construction were unacceptably high. Maryland officials indicated that this assessment was supported by independent cost estimates.

The initial phase of the bridge reconstruction saw the channel leading to the Port of Baltimore cleared in 11 weeks, a significantly faster pace than some initial projections, which had suggested up to 11 months. During this first phase, the state also managed to complete 70% of the project’s design within a few months. This speed and efficiency set a benchmark that the state intends to maintain.

However, as the project transitions to Phase 2, negotiations with the contractor revealed a significant divergence in expectations. Governor Moore stated that the proposed costs and timeline were deemed unreasonably high and not in the best interest of the people of Maryland or the American public. The governor emphasized that he would not approve any agreement that did not meet this standard.

By directing the Maryland Transportation Authority (MDTA) to conduct a new procurement for Phase 2, the state aims to foster greater competition. This move is expected to secure a more favorable deal for taxpayers and ensure the project’s completion adheres to the highest standards. The state is confident that this competitive bidding process will result in a better outcome for Maryland and its workforce.

The governor reiterated a commitment that work on the bridge will continue without interruption or delay. The state is focused on securing the appropriate partners to see the mission through to completion. The overarching goal remains to rebuild the Francis Scott Key Bridge safely, quickly, and cost-efficiently, with no compromises. Residents can expect continued progress on the reconstruction, with the state prioritizing fiscal responsibility and efficient project management.
