A central piece of the economic strategy is the DECADE Act, which aims to make Maryland more attractive to businesses and foster growth in emerging industries. This act extends and updates the Build Our Future Grant Program, offering matching grants of up to $2 million for the construction of innovative infrastructure in high-growth sectors. It also revitalizes the Regional Institution Strategic Enterprise (RISE) Zone program, which utilizes higher education and federal facilities to attract businesses and create jobs. Furthermore, the DECADE Act provides businesses with long-term certainty regarding tax credits for research, development, and security-related contract work, thereby removing investment barriers and maximizing the impact of economic tools.
In an effort to address housing affordability and transit accessibility, the Maryland Transit & Housing Opportunity Act is set to facilitate the development of more than 7,000 new housing units on approximately 300 acres of land near transit stations. This initiative is projected to generate nearly $1.4 billion in state and local tax revenue. The legislation promotes transit-oriented developments by prioritizing state investment in high-capacity rail corridors, proposing targeted zoning reforms around dense rail stations, and offering substantial financial incentives to expedite development. Additionally, it extends financial benefits such as designating certain transit-oriented developments as Enterprise Zones and prioritizing MEDCO financing for such projects. The goal is to create more affordable housing options, enabling Marylanders to live, work, and travel within their own communities, which directly supports the governor’s objective of increasing the state’s economic competitiveness.
To combat rising consumer costs, the Protection from Predatory Pricing Act directly addresses the use of electronic shelf labels in the retail sector. These labels allow for rapid price changes, potentially increasing the cost of essential household goods. To safeguard consumers from data-driven price increases, the new law mandates that grocery stores maintain prices for at least one business day and prohibits the use of surveillance data to set individual customer prices. The Office of the Attorney General will be responsible for enforcing this protection, which aligns with the governor’s commitment to shielding Marylanders from escalating prices and making the state more affordable for working families.
The Vax Act is another component of the legislative agenda. This bill empowers the Secretary of the Maryland Department of Health to draw upon clinical guidance from independent medical organizations when making official recommendations for immunizations, screenings, and preventative services.
