The investigation into the missing funds was initiated and carried out by the Maryland State Police Criminal Enforcement Division – Eastern Region. Authorities allege that Waters, who held a position of trust within the American Legion Post 16, misappropriated funds generated from the post’s licensed charitable operations. The preliminary findings suggest that the alleged theft occurred between mid-2021 and August 2024, with the total amount stolen estimated at $670,394. The investigation has involved extensive efforts, including the execution of multiple search warrants, the issuance of court orders and subpoenas, and detailed financial analysis. The Maryland State Police have indicated that the investigation is ongoing.
For residents of Crisfield and the surrounding areas, particularly those who contribute to or benefit from the charitable activities of the American Legion, this indictment signifies a serious alleged breach of trust within a community organization. The substantial sum of alleged theft could impact the post’s ability to fund its programs and support its mission.
