A joint investigation by the Department of Homeland Security (DHS) and the Virginia Beach Police Department has led to the arrest of two brothers, John Wilson Bennett and Mark Booth Bennett, on charges of plotting to attack U.S. Immigration and Customs Enforcement (ICE) agents. The arrests followed an investigation initiated in November 2025 after an off-duty Norfolk police officer reportedly overheard the brothers discussing plans to harm law enforcement.

According to initial reports, the off-duty officer overheard John Wilson Bennett and his brother Mark Booth Bennett detailing intentions to “kill police officers and ICE agents.” Mark Bennett was also allegedly overheard mentioning plans to travel to Las Vegas, Nevada, to acquire firearms equipped with explosive rounds for the purpose of carrying out these attacks. Mark Bennett was subsequently arrested on November 19, 2025, at Norfolk International Airport as he prepared to depart on a flight to Charlotte, North Carolina, with his final destination being Las Vegas. On the same day, John Bennett, who has served as the Assistant Principal of Kempsville High School in Virginia Beach since 2009, was arrested in Virginia Beach. Both individuals are United States citizens.
The charges filed against the brothers include conspiracy to commit malicious wounding, a violation of Virginia state law. Both men are awaiting court proceedings.
This incident highlights concerns regarding increased threats and violence directed at law enforcement officers. DHS has reported a significant rise in assaults and death threats against ICE agents. These threats reportedly include specific targeting of officers, with alleged bounties placed on their lives, threats against their families, stalking, and online doxxing. The agency has indicated that law enforcement officers are facing an unprecedented level of violence and intimidation.
