The MDTA emphasized that the new Francis Scott Key Bridge is not merely a local infrastructure undertaking but a critical link for the national economy, connecting the Baltimore region to markets across the United States and internationally. While the rebuilding effort is now projected to take longer and cost more than initially forecast, officials state their commitment remains to a reconstruction that is as safe, swift, and cost-effective as possible.
Preliminary cost and timeline estimates were established less than two weeks after the March 2024 incident. Since that time, national economic conditions have shifted considerably, leading to dramatic increases in material costs. Pre-construction activities, updated data, and advanced design considerations—information not available in the immediate aftermath of the collapse—have informed the MDTA’s updated projections. Following the finalization of negotiations with the progressive design builder, Kiewit, the MDTA anticipates the project’s final cost will fall within the revised estimated range.
The necessity for a preliminary estimate so early in the process was to facilitate the request for federal emergency relief funding to support immediate cleanup and recovery operations. Typically, cost estimates for projects of this magnitude are developed much later in the design phase. The Key Bridge Rebuild, however, has achieved 70% design completion within 14 months, a pace significantly faster than the seven-year average for comparable projects, while also progressing with construction. This accelerated timeline for planning and pre-construction activities is a notable achievement for Maryland and the MDTA.
Significant design modifications have been implemented, including an extended main span of 1,665 feet and increased height for the main piers. These adjustments are intended to accommodate larger modern marine traffic and adhere to current guidelines from the American Association of State Highway and Transportation Officials for new bridge construction. The size and complexity of the pier protection system, which were not factored into the preliminary estimate, represent a substantial addition to the project’s cost. For context, the new protective fenders are described as larger than a football field. The towers required to support the extended span and the bridge deck’s 230-foot height also contribute to a higher cost than initially assumed.
Construction costs nationwide have seen a significant increase, with highway construction costs rising approximately 72% over the last five years, creating an uncertain construction and bonding market. Inflation continues to pose a risk to material costs, and contractors are factoring this uncertainty into their bids, leading to fluctuations in the cost of raw materials and labor.
The American Relief Act has authorized over $8 billion for the Emergency Relief Program, with the federal government covering 100% of the eligible costs for the emergency response and recovery related to the Francis Scott Key Bridge destruction.
The State of Maryland is making substantial financial commitments to support the reconstruction, including advancing upfront construction costs and allocating hundreds of millions of dollars in insurance proceeds. To mitigate the financial burden on federal taxpayers and in accordance with the American Relief Act, the State is actively pursuing legal action against the owner and manager of the Dali for damages stemming from their alleged gross negligence. Any funds recovered through these legal actions will be applied to reduce the liability associated with the bridge’s reconstruction from the emergency fund.
