Governor Wes Moore has officially established the Maryland Horse Industry Strategic Plan through an executive order, aiming to unify and propel forward the state’s significant equine sector, valued at $2.9 billion. This initiative signifies a crucial step in developing a cohesive vision for the growth, sustainability, and collaborative future of Maryland’s diverse horse community. The plan is designed to address seven key areas including strategic planning, economic development, education, sustainability, and health and welfare.

Maryland boasts more horses per square mile than any other state, with its equine ecosystem contributing substantially to the state’s economy through job creation, land preservation, and tourism driven by premier equestrian events. The industry currently supports over 28,000 jobs and generates $1.24 billion in wages across the state. The strategic plan intends to encompass all aspects of the equine community, from racing and competitive sports to recreational riding and therapeutic programs.
A steering committee comprising representatives from state agencies and various sectors of the horse community will spearhead the development of this comprehensive plan. This committee will include stakeholders from thoroughbred and standardbred racing, sport horse disciplines, trail riders, historical reenactors, and therapeutic riding organizations, ensuring a broad representation of interests. The Maryland Department of Agriculture and the Maryland Horse Industry Board will collaborate with other state departments, including Labor, Commerce, and Natural Resources, along with the Office of the Secretary of State and the Maryland Racing Commission, to coordinate planning and engage with stakeholders. The outcome of this collaboration will be a report featuring recommendations and measurable goals, to be presented to the governor and the Maryland General Assembly.
