HAGERSTOWN, MD – Ocewana Baker, a candidate for Maryland House of Delegates in District 2B, has been charged with assault and related offenses following an incident that occurred on October 18th. The charges stem from an altercation with a counter-protester during a demonstration in downtown Hagerstown after the conclusion of the ‘No Kings’ protest. The Hagerstown Police Department is believed to be investigating the incident, with surveillance footage from the area believed to be a key piece of evidence.

According to court documents, Baker is facing charges including affray, second-degree assault, and disorderly conduct. These charges are related to an alleged physical altercation with Richard Hrabe, a counter-protester. Court records indicate that Baker has a prior name change case filed in August 2025, legally changing her name from Malique Darrin Baker to Ocewana Baker. Mr. Hrabe faced the same charges for the October 18 incident, but the case has since disappeared from Maryland Case Search and it is believed that the prosecution dropped the charges. He still faces previous charges from an incident at the June 14, 2025 ‘No Kings’ protest. Video provided by Mr. Hrabe shows Baker detained by Hagerstown Police Department and an officer speaking to Baker, pointing at a camera above the sidewalk. Security camera footage later obtained and now included below shows Baker punching Hrabe. The incident occurs at approximately the 34 minute mark of the video.

I have over 20 witnesses who can confirm that the man in question called me both the N-word and the F-slur. When I confronted him about it, he stepped on my dog’s paw, then pushed me and punched me. The video that’s being shared was taken after the incident, when the officer decided to detain me temporarily for my own safety, since the man was also being detained. That same individual is now being charged with second-degree assault, affray, and other related offenses.
It’s also important to note that he already has two pending assault charges — one involving an elderly man and another involving an elderly woman. So before anyone rushes to judgment, please consider the full story and the kind of person we’re dealing with.
EDITOR’S NOTE: We were unable to verify Baker’s claims that pending assault charges involve an elderly man or woman. Hrabe does have multiple assault charges pending from the June 14, 2025 protest, which Hrabe addressed in his interview with Radio Free Hub City.
Baker informed Radio Free Hub City that she had additional photos or video of Hrabe from the incident, but as of publication those have not been provided. Screenshots of other charges involving Hrabe were provided by Baker, including charges in West Virginia which were dismissed and unrelated to this incident, as well as a screenshot of a social media post featuring Hrabe from April 2025.
After the incident Baker was taken to the hospital due to an asthma attack as a result of the events, according to a follow-up statement.
Richard Hrabe, in his account of the October 18th incident, stated that he was struck from behind while holding a “Honk for Trump” sign. He claims Baker made derogatory remarks and initiated physical contact by bumping Hrabe, followed by a punch to the spine, causing him to fall into the street. Hrabe maintains that he was the victim and not the agitator in the incident. When asked about his previous protest related incident from June 14, Hrabe stated that he’s also confident that disposition of the previous assault charges will be favorable, as he stated he was the victim.
“They’re going to me just because I’m a Trump supporter,” stated Hrabe in a phone interview. “I didn’t do anything to [Baker]. I’m not the agitator here.”
Given Baker’s status as a candidate for District 2B, it is unknown how this will affect her campaign at this time. Baker faces incumbent Matt Schindler in the Democratic primary in 2026.
“Our freedoms of speech, press, and peaceful assembly are essential to who we are as Americans,” stated Schindler in a statement to Radio Free Hub City. “But violence and threats of political intimidation can never be part of that. I hope we can reach a point where cooler heads prevail and we get back to listening and respecting one another, even when we disagree.”
“I am deeply troubled by reports that Delegate 2B candidate Ocewana Baker was [charged with] assault during the No Kings demonstration this past weekend. While the investigation is ongoing, any act of violence—especially in a political context—is unacceptable and must be condemned without hesitation,” stated Thomas J. Stolz, the only Republican currently filed to run for Delegate 2B. “Political discourse should be grounded in respect, reason, and the rule of law. When candidates resort to violence, they betray the public trust and undermine the very democratic principles they claim to uphold.”
The Hagerstown Police Department has not responded to requests for comment regarding the ongoing investigation.
