According to the Department of Homeland Security, federal authorities have successfully located and apprehended the last of four detainees who escaped from the Delaney Hall Detention Facility in Newark, New Jersey last month. The final fugitive, Andres Pineda-Mogollon, was captured by U.S. Immigration and Customs Enforcement (ICE) agents in Los Angeles, California on July 17, concluding a nationwide manhunt that spanned more than a month.

Pineda-Mogollon, a Colombian national who entered the United States on a tourist visa in 2023, was facing multiple criminal charges in New York and New Jersey at the time of his escape. Authorities allege he was arrested earlier this year for petit larceny by the New York Police Department, followed by a May arrest in Union, New Jersey for residential burglary and related offenses. His capture means all four individuals who broke out of the facility on June 12 have now been returned to custody.
The other three escapees were located within days of the breakout. Joel Enrique Sandoval-Lopez, originally from Honduras, was apprehended in Passaic, New Jersey on June 13 during a joint operation involving ICE, the FBI, and local police. Officials reported that Sandoval-Lopez resisted arrest and threatened law enforcement. His criminal history includes unlawful possession of a firearm and aggravated assault.

Joan Sebastian Castaneda-Lozada, also from Colombia, attempted to surrender at the New Jersey State Police Bridgeton Station the day after the escape. However, state authorities declined to detain him due to their policy of not cooperating with ICE. He ultimately turned himself in to federal agents two days later in Millville. The fourth fugitive, Franklin Norberto Bautista-Reyes of Honduras, had previously been arrested in May for aggravated assault and weapons charges in Wayne Township, New Jersey. He was captured soon after the breakout.
This incident has heightened scrutiny around detention facility protocols and sparked renewed debate over federal and local cooperation on immigration enforcement. The Department of Homeland Security emphasized that the facility housed individuals charged with serious offenses, and public safety risks remain when detainees escape custody.
