A man wanted in connection with a 2018 sexual assault and kidnapping in downtown Frederick has been captured after evading authorities for nearly six years. Roberto Carlos Campos Roque, 43, was arrested on June 30, 2025, after being located in the Baltimore area on unrelated charges. He was taken into custody by Frederick Police Department detectives following notification from a partnering agency.

The original incident occurred in the early hours of March 25, 2018. Surveillance footage showed Campos Roque dancing with an intoxicated woman at Cellar Door, a restaurant on East Church Street, before he and another man escorted her out. Believing the suspect was an acquaintance of the victim, patrons helped place the woman—who was unable to stand—into Campos Roque’s vehicle. Hours later, two witnesses encountered Campos Roque on Market Street, where he requested help removing the unconscious woman from his car. After assisting, the witnesses saw him drive off. The victim was hospitalized and treated for injuries consistent with sexual assault.
Despite an arrest warrant issued in September 2019, Campos Roque remained at large for years. Law enforcement efforts to locate him were unsuccessful until his recent detention in Baltimore. His last known residence was found vacant at the time of the original warrant, complicating the search.

The victim has been notified of the arrest, and Campos Roque appeared in Frederick County Court on July 1, where he was ordered held without bond. He faces charges of second-degree rape, second-degree assault, and kidnapping. Authorities credit community members and regional law enforcement partners for their help in resolving the long-standing case.
