Travis Sentell Howell, 46, admitted in court that he had repeatedly transported large amounts of cash to California to buy kilogram quantities of cocaine, which he then distributed to customers in the Baltimore area. Federal investigators began tracking Howell and several co-conspirators in late 2022, eventually securing court-authorized wiretaps that recorded their encrypted conversations discussing drug deliveries and payments.

Wiretaps, combined with physical surveillance, helped authorities observe Howell and others engaging in drug transactions at multiple locations across Baltimore. On June 4, 2024, federal agents executed search warrants at properties linked to the drug network, recovering more than five kilograms of cocaine, cash, drug manufacturing tools, and packaging supplies. From Howell’s residence, investigators seized over $13,000 in cash, a money counter, and expensive jewelry, including a gold Rolex watch.

During the investigation, Howell acknowledged receiving multi-kilogram shipments of cocaine over several years. He stated that in the week leading up to the 2024 search warrant, he transported $180,000 in cash to Los Angeles as payment for an upcoming shipment. He further admitted making multiple short trips to California, each involving payments of $100,000 or more to secure cocaine deliveries.

If the court accepts the terms of his plea agreement, Howell will serve nine years in federal prison. Sentencing is set for August 18. The case is part of a broader Organized Crime Drug Enforcement Task Forces (OCDETF) initiative, which targets major drug trafficking networks using coordinated efforts among federal, state, and local agencies.
