According to court records, Moran was identified in 2023 by the Drug Enforcement Administration (DEA) as a supplier for various drug traffickers in the Baltimore area. Surveillance captured her engaging in multiple drug transactions. On July 26, 2023, Moran delivered a bag to a driver in a restaurant parking lot in Arundel Mills. The driver was later stopped by law enforcement, and 100 grams of fentanyl were recovered from the vehicle. A week later, on August 1, 2023, GPS tracking showed Moran driving to a storage facility after stopping at a travel plaza where tractor-trailers park. Surveillance footage captured her transporting large duffle bags and a cardboard box to her storage unit.

The following day, Moran retrieved a black suitcase from the storage unit and was seen conducting further drug transactions. Agents obtained search warrants for her storage unit, residence, and vehicle. On August 3, 2023, a search of Moran’s storage unit yielded 50 kilograms of cocaine and two kilograms of fentanyl. Additional searches of her purse recovered two kilograms of cocaine. A search of her Owings Mills residence resulted in the seizure of approximately $56,000 in cash, believed to be proceeds from her drug trafficking activities.
