The Hagerstown Mayor and City Council on June 17 approved the addition of an Assistant Zoning Administrator position to address surging development demands and to bring staffing closer to peer cities’ planning departments. The new role, funded in the FY 2026 budget and aligned with the Council’s four-year strategic plan, follows the retirement of the previous planning director and reflects a study showing Hagerstown operates at roughly a quarter of the staffing levels typical for similarly sized Maryland municipalities.

In a swift consent agenda, the Council ratified multiple routine appointments and contracts, including workers’ compensation coverage with Midwest Employers Casualty Company, maintenance agreements for electrical, boiler, HVAC, and elevator systems across city facilities, and a lease of office space for the Washington County Museum of Fine Arts at no rental cost. They also approved grant applications totaling over $1 million for home repairs, property redevelopment, daycare startup support, and park improvements under state and federal programs.

The body introduced an ordinance that would ban sleeping outdoors in public places—and in vehicles parked there—subject to a six-month sunset unless renewed, clarifying enforcement will be by Hagerstown Police on city property. Additional actions included renewing a memorandum of understanding to place school resource officers in county public schools, adopting pay-scale adjustments for non-union and sworn employees effective this summer, and formally denying a proposed Planned Unit Development-Residential overlay on Landis Road.

During citizen comments, residents urged better transparency after a May meeting time change tied to budget deadlines, proposed a tax credit for officers injured on duty, and advocated for restoring the historic “202” locomotive as part of Hagerstown’s railroad heritage. Community groups announced Juneteenth events at Wheaton Park and upcoming outdoor movies at City Park. Council members commended law enforcement’s handling of last week’s officer shooting, celebrated the injured officer’s release from the hospital, and welcomed several new downtown businesses.

By unanimous vote, the meeting concluded following updates on special appropriations for water infrastructure studies, Main Street startup grants, the Invest Hagerstown redevelopment program, and a “Safe Streets for All” federal grant application to fund pedestrian and bicycle safety improvements.
