The City of Hagerstown will hold a regular session of the Mayor and City Council on May 27, 2025, at 3:00 p.m. at City Hall, where elected officials will address a broad agenda encompassing appointments, infrastructure upgrades, utility services, public safety enhancements, and fiscal planning for the coming year.

Among the significant decisions scheduled, the council will consider the adoption of the fiscal year 2026 budget and tax rate, as well as ordinances related to cannabis zoning and land management, a quit claim to the Washington County Museum of Fine Arts, and amendments to the POM text. Appointments will include the confirmation of Arthur LaRue to the Ethics Commission for a term ending in 2029.
Consent items total millions in proposed expenditures. Notable contracts include $1.7 million for wastewater pelletizer operations, $599,400 for flow meter replacement at the wastewater treatment plant, and $382,500 for vegetation management with Xylem Tree Experts. Also up for approval are blanket contracts for electric linework, software support, and substation maintenance.

Public safety items feature prominently with the Hagerstown Police Department seeking $25,000 from the Byrne Justice Assistance Grant for technology upgrades and implementing the Flock Safety surveillance platform for $14,800. Additional surveillance upgrades include new license plate cameras and associated software.
Other agenda items include approval of several grants and agreements: a fuel reimbursement resolution with Community Rescue Service, lease arrangements with the University System of Maryland Hagerstown, and an application for the Main Street Improvement Program Grant. The city will also consider guidelines for the Middle Neighborhoods Emergency Repair Grant Program and event approval for the July 4 Flying Boxcars Fireworks.
The public is invited to submit comments on agenda items by email before 1:00 p.m. on the day of the meeting or attend in person. The City Clerk will summarize emailed comments for inclusion in the public record.
