Baltimore officials have announced a series of traffic and safety measures ahead of Memorial Day weekend and the 2025 Artscape festival. Mayor Brandon M. Scott’s office confirmed that the Baltimore City Emergency Operations Center will enter a Level II “Partial Activation” from Saturday, May 24 through Monday, May 26 to coordinate municipal services and ensure public safety during the events.

Multiple road closures will take effect across the downtown area, beginning as early as Thursday afternoon. Specific lots along the Jones Falls Expressway and streets such as Holliday, Fayette, and Saratoga will be shut down to vehicle traffic to accommodate the influx of visitors and event setups. Additionally, a temporary two-way traffic pattern will be introduced on a section of Saratoga Street for residents of the Breco Condominium.
The closures are scheduled in two phases, starting Thursday, May 22 at 4:00 p.m. and expanding further on Friday, May 23 at 2:00 p.m., continuing until the early hours of Monday, May 26. These changes are part of the city’s broader plan to manage increased pedestrian activity and maintain accessibility for emergency services.

In conjunction with road closures, parking restrictions have been in effect since Tuesday, May 20 and will remain throughout the week. The Department of Transportation is advising motorists to observe all posted signage, warning that vehicles in violation will be subject to ticketing and towing.
