A Maryland man has been sentenced to two decades in federal prison for sexually assaulting a woman aboard a cruise ship bound for Baltimore. The sentence follows a conviction on multiple charges, including aggravated sexual abuse, stemming from a 2023 incident that occurred while the ship was at sea.

Jalen Thomas Kelley, 22, of Abingdon, Maryland, was sentenced by U.S. District Judge Julie R. Rubin to 20 years in prison, followed by five years of supervised release. A federal jury convicted Kelley in December 2024 after a two-week trial. The charges were related to the rape and assault of a woman, referred to in court as Victim 1, that took place between January 1 and January 2, 2023, aboard the Carnival Legend cruise vessel.
According to trial evidence, the victim was forcibly assaulted while the ship was en route to its return destination of Baltimore. The prosecution also presented testimony from six additional individuals during the trial, each alleging that Kelley had sexually assaulted them in separate, unrelated incidents. These accounts contributed to the severity of the sentence imposed.

The case was investigated by the Federal Bureau of Investigation’s Baltimore Field Office with assistance from several law enforcement agencies across Maryland and North Carolina, including the Harford County State’s Attorney’s Office and Wingate University Campus Safety. The prosecution was carried out by Assistant U.S. Attorneys Sean R. Delaney and Colleen Elizabeth McGuinn under the Department of Justice’s Project Safe Childhood initiative.
