With a career spanning roles in the Smithsburg Police Department, Hagerstown Police Department, and currently the Frederick County Sheriff’s Office, Johnson is highlighting a broad base of frontline experience as the foundation for his candidacy. He argues that low morale among deputies, along with a reactive approach to crime and community relations, has weakened public safety outcomes. Johnson says that the sheriff’s office needs leadership that can both support deputies and hold the justice system accountable to taxpayers.

Johnson has made “Accountability Through Transparency” a central theme of his campaign. He plans to implement weekly public updates, including crime statistics and courtroom decisions, to inform residents and increase pressure for stronger judicial action against repeat offenders. He also wants to boost the office’s public outreach and proactively promote the good work being done by local law enforcement—something he says needs improvement for Washington County.

Johnson’s proposals include forming stronger ties with the local school board to launch early intervention education programs combining aspects of DARE and scared-straight models. He supports the 287(g) program, a jail-based immigration enforcement partnership, while clarifying that it would not involve roadside immigration checks. Johnson also aims to enhance officer training, boost morale, and build a diverse leadership team with backgrounds in SWAT and command-level experience from other agencies.

He says Washington County already pays competitive salaries for deputies, suggesting the issue lies not in compensation but in internal structure and leadership. Johnson believes voters deserve a candidate with “boots-on-the-ground” experience and a team ready to implement wide-ranging reform.
