HAGERSTOWN, MD News (4/12/2024) – The following are recent announcements from the Washington County Sheriff’s Office, including an active assailant training at Hagerstown Community College, two New York residents arrested in scam, and launch of a new smartphone app.

Active Assailant Training Exercise Held at Hagerstown Community College
Hagerstown Community College (HCC) became the focal point for a large-scale active assailant training exercise conducted by multiple local agencies, spearheaded by the Washington County Police Academy. The event, held on April 12, 2024, brought together various law enforcement and emergency response units from the region to simulate preparedness and coordination in response to potential threats.
Participating in this collaborative effort were numerous entities including the Washington County Sheriff’s Department, HCC Police, Division of Emergency Services, Hagerstown Fire Department, Washington County Emergency Management, Maryland Incident Management Team, Washington County 911 Center, Hagerstown Police Department, Hancock Police Department, Smithsburg Police Department, Halfway EMS, Williamsport Fire and Rescue, Funkstown Fire Department, and Community Rescue.
The exercise aimed to enhance readiness and coordination among these agencies in handling active threat situations, ensuring the safety of the community and responders alike. Residents in the vicinity were notified to expect increased activity as part of the training drill, emphasizing the paramount importance of preparedness and community cooperation in such scenarios.
In a statement issued by the organizers, the emphasis was placed on prioritizing safety and readiness. The exercise provided an opportunity for agencies to test their protocols, communication systems, and response strategies in a controlled environment, with the overarching goal of bolstering the region’s ability to effectively manage crises.

New York Men Apprehended in Connection with Hagerstown Scam
In a separate development, the Washington County Sheriff’s Office reported the arrest of two individuals from New York in connection with a sophisticated scam operation targeting a resident of Hagerstown, Maryland. The investigation unfolded following a report from the victim, who had been coerced into withdrawing substantial sums of money under false pretenses.
The scam, which originated with a fraudulent notification alleging a security breach on the victim’s device, escalated into a scheme involving the impersonation of federal law enforcement officers. Over several days, the perpetrators manipulated the victim into making significant cash withdrawals, exploiting fear and deception to orchestrate the financial fraud.
Upon learning of the scam, law enforcement agencies swiftly mobilized, culminating in the apprehension of the suspects during an attempted exchange at the victim’s residence. Jinghai Fang, 52, and Binbin Ge, 26, both hailing from New York, were taken into custody by the Washington County Sheriff’s Office.
Authorities seized the suspects’ vehicle and are holding them at the Washington County Detention Center pending further legal proceedings. The incident underscores the importance of vigilance and awareness in safeguarding against fraudulent activities, with law enforcement urging the public to exercise caution and follow established safety measures when dealing with unsolicited communications or financial transactions.
Washington County Sheriff’s Office Launches Smartphone App
In an effort to enhance communication and engagement with the community, the Washington County Sheriff’s Office unveiled its official smartphone application. Developed in collaboration with TheSheriffApp.com, the app serves as a comprehensive resource for residents, offering real-time updates, emergency alerts, and access to vital information.
Key features of the app include a user-friendly interface, interactive map, sex offender registry, and a dedicated tip submission portal. Available for download free of charge from the Apple App Store and Google Play Store, the app reflects the agency’s commitment to leveraging technology to promote public safety and transparency.
By embracing digital platforms, the Washington County Sheriff’s Office aims to foster greater community involvement and provide residents with the tools they need to stay informed and connected in an ever-changing landscape of public safety.
