Launched on February 1, 2025, the system enables real-time video streaming, precise location sharing, instant translation, and secure file-sharing to improve communication between emergency personnel and the public. The technology aims to provide first responders with crucial situational awareness while ensuring privacy for users who opt in.

When a person contacts the Frederick Police Department’s non-emergency line, dispatchers may send a secure text link allowing access to GoodSAM’s features. Participation is voluntary, and users must accept the request to initiate a session. The system transmits video only, without audio, allowing first responders to assess the situation visually while respecting privacy. Additional features include photo and file sharing for submitting images of suspects or evidence, as well as a built-in translation function to facilitate communication in multiple languages. Callers have full control and can disconnect the session at any time.
GoodSAM is designed for various emergency scenarios. It can assist in locating missing persons by enabling lost individuals to share video of their surroundings or their precise location. In cases of domestic violence or hostage situations, silent video or text communication provides a discreet way to seek help. The Frederick Police Department’s Crisis Response Team can also use the system for virtual wellness checks on individuals experiencing mental health crises. Additionally, GoodSAM aids in identifying suspects, evidence, and road hazards, allowing officers to gather critical details before arriving on the scene.
