A high-speed police pursuit spanning multiple counties ended with the arrest of four suspects in Frederick, Maryland, after law enforcement officials recovered a stolen vehicle containing drugs and paraphernalia. The incident, which began on the night of February 20, involved speeds reaching 100 mph and resulted in injuries to two victims. Authorities identified two of the suspects as being in the United States illegally, placing them under immigration detainers.

At approximately 9:20 PM, a Frederick County Sheriff’s Office (FCSO) deputy observed a suspicious white Nissan van near Route 85 and Grove Road. A routine check of the vehicle’s tags confirmed it was stolen, prompting deputies to attempt a traffic stop. The driver, later identified as 25-year-old Shawn Elswick, fled at high speeds onto I-270 northbound, evading law enforcement through Frederick and Montgomery counties. The pursuit ended near Shady Grove Road when Elswick intentionally rammed another vehicle at a red light before continuing to flee. Maryland State Police Aviation assisted in tracking the suspects while Montgomery County Police apprehended them at a Sheetz convenience store on Progress Way.
Upon arrest, officers searched the stolen van and discovered crack cocaine, fentanyl, and drug paraphernalia. The driver was found inside the Sheetz attempting to dispose of narcotics in a restroom. The vehicle suffered extensive front-end damage from the collision, which injured three people in another car. Two of the victims were transported to a hospital for medical treatment.

All four suspects were taken to the Frederick County Adult Detention Center and charged with multiple offenses. Elswick faces charges including first-degree assault, motor vehicle theft, drug possession, and numerous traffic violations. Three passengers—Reny Escobar, Walter Caberera Miranda, and Jose Torres Juarez—were charged with motor vehicle theft and drug-related offenses. During booking, authorities identified Miranda and Juarez as unlawfully present in the United States and placed immigration detainers on them under the 287(g) program. The program, a partnership between local law enforcement and federal immigration authorities, allows for the detention of noncitizens with criminal charges.
The Frederick County Sheriff’s Office emphasized the importance of the 287(g) program in preventing repeat offenses and ensuring public safety. Sheriff Charles Jenkins stated that without immigration detainers, the suspects would have been released on personal recognizance, potentially allowing them to evade future legal proceedings.
