The session will begin with an invocation, pledge of allegiance, and approval of the January 28, 2025, meeting minutes. Commissioners will provide reports and comments, followed by staff updates. A 10-minute citizen participation segment will allow individuals to share their concerns, with each speaker given up to three minutes.
One of the key agenda items includes a report from the Washington County Diversity and Inclusion Committee. The committee will present a summary of its 2024 activities, highlighting outreach efforts, partnerships, challenges, and recommendations for future initiatives. Additionally, a Black History Month Proclamation will be presented to members of the Diversity and Inclusion Committee.

Budget discussions will dominate the session, starting with a review of adjustments to the FY25 General Fund Budget for Washington County Public Schools (WCPS). Representatives from the Board of Education will also present a draft of the FY26 General Fund Budget, detailing anticipated revenue, projected expenses, and state and local funding allocations. The Washington County Free Library will present its budget proposal, followed by a discussion on funding for public safety, including law enforcement and emergency services.
Additional topics on the agenda include adjustments to the FY25 Capital Improvement Program budget, approval to submit a grant application for the Rural Legacy Program, and the procurement of a new Chevrolet Tahoe for emergency services. Other business includes a bid award for roll-up door replacement at the Conococheague Wastewater Treatment Plant and discussions on grants for the Washington County Detention Center.
Before adjourning, the commissioners will discuss revisions to park rules, a special event policy, and a proposal to name two softball fields at Kemps Mill Park in honor of Steve Danfelt and Dwayne Bowlus. The meeting will conclude with the submission of a grant application for emergency management funding and an “Agriculture – Faces of Farming” presentation. A closed session will follow for discussions on personnel matters, business incentives, and legal consultations.
