The order establishes a 25% tariff on imports from Canada and Mexico and a 10% tariff on imports from China. Energy resources from Canada will be subject to a lower 10% tariff. According to the administration, Canada has seen an increase in domestic fentanyl production, with distribution networks extending into the United States. Mexico’s drug trafficking organizations (DTOs) continue to collaborate with cartels, producing and transporting fentanyl and other narcotics. Additionally, the administration accuses China of failing to prevent the export of precursor chemicals used in fentanyl production and of enabling money laundering by transnational criminal organizations. The White House contends that previous diplomatic efforts to address these issues have been insufficient.
The executive order expands a previously declared national emergency regarding the U.S. southern border to also include the northern border with Canada. The administration states that these economic measures are a necessary step to protect public health and national security. The order also outlines potential tariff increases should any of the affected countries retaliate with trade restrictions of their own. The tariffs will take effect on February 4, 2025, and remain in place until the administration determines that the respective governments have taken adequate steps to address the crisis.
