The City of Hagerstown has announced plans to request the release of funds for a renovation project at the Hager House Visitor Center Museum, located at City Park. The project aims to enhance the interpretive spaces of the historic museum, dedicated to the city’s founder, by improving accessibility and engagement for the public.

The city will seek funding on or around December 10, 2024, through the Appalachian Regional Commission (ARC) grant program, administered by the Maryland Department of Housing and Community Development. The total project cost is estimated at $200,000.
Following an environmental review, the project has been classified as “Categorically Excluded” under the National Environmental Policy Act (NEPA). The review document is available for public inspection at the Public Works Department office, 51 W. Memorial Blvd., Hagerstown, MD, during business hours.
Mayor William McIntire, in his capacity as Certifying Officer, has affirmed compliance with federal environmental regulations. This certification ensures that the city may proceed with the project upon approval from the Maryland Department of Housing and Community Development.

The public has the right to submit objections to the release of funds under specific circumstances. These include disputes over the authenticity of the certification, procedural omissions, premature expenditure of funds, or environmental concerns raised by a federal agency. Written objections must be submitted by December 26, 2024, to both the City of Hagerstown’s Public Works Department and the Community Development Block Grant Environmental Officer at the Maryland Department of Housing and Community Development.
All interested agencies, groups, and persons disagreeing with this decision are invited to submit written comments to the City of Hagerstown, Public Works, 51 W. Memorial Blvd., Hagerstown, MD, 21740, and to the CDBG Environmental Officer, MD Department of Housing and Community Development, 7800 Harkins Road, Lanham, MD, 20706.
