The Governor of Maryland is the chief executive officer of the state and the head of the executive branch of the Maryland government. The Governor is responsible for the execution of state laws, the administration of executive departments, and the management of the state’s fiscal affairs.
Duties and Responsibilities
The Governor’s powers are established by Article II of the Maryland Constitution. Key legal and operational responsibilities include:
- Executive Direction: Overseeing the state’s executive agencies and departments, including the appointment of Cabinet Secretaries and heads of state boards and commissions.
- Budgetary Authority: Submitting a balanced annual budget to the Maryland General Assembly. The Governor has “line-item veto” power, allowing for the rejection of specific portions of appropriations bills.
- Legislative Role: Signing or vetoing legislation passed by the General Assembly. The Governor also delivers an annual “State of the State” address to outline legislative priorities.
- Commander-in-Chief: Serving as the commander-in-chief of the Maryland National Guard, except when called into federal service.
- Appointive Powers: Filling vacancies for certain elected offices, including the Attorney General, Comptroller, and seats in the Maryland General Assembly (based on party committee recommendations).
- Judicial Appointments: Appointing judges to the Maryland Supreme Court, Appellate Court, and Circuit Courts, subject to Senate confirmation and subsequent retention elections.
- Clemency: Granting pardons, reprieves, and commutations for individuals convicted of crimes against the state.
Composition and Election
- Term Length: 4 years.
- Term Limits: Restricted to two consecutive terms.
- Election Cycle: Elected on a joint ticket with the Lieutenant Governor during the Gubernatorial election cycle (e.g., 2022, 2026).
- Eligibility: Must be at least 30 years of age and a resident and registered voter of Maryland for the five years immediately preceding the election.
