Duties and Responsibilities

- Revenue Administration: Managing the collection of most state taxes, including personal and corporate income taxes, sales and use taxes, motor fuel taxes, and excise taxes on alcohol and tobacco.
- Fiscal Oversight: Exercising “general superintendence of the fiscal affairs of the State,” which includes maintaining the state’s general ledger and preparing the Annual Comprehensive Financial Report.
- Board of Public Works: Serving as one of three members (alongside the Governor and State Treasurer) to review and approve major state contracts, leases, and the issuance of state bonds.
- Disbursements and Payroll: Countersigning all checks drawn by the State Treasurer and managing the payroll for approximately 100,000 state employees across various agencies.
- Revenue Estimation: Overseeing the Bureau of Revenue Estimates, which forecasts state economic trends and predicts annual tax collections to inform the state budget.
- Compliance and Auditing: Conducting audits of individuals and businesses to ensure tax compliance and investigating criminal violations of state revenue laws.
- Unclaimed Property: Administering the state’s unclaimed property laws by safeguarding abandoned assets (like forgotten bank accounts or insurance benefits) and returning them to their rightful owners.
- State Licensing: Administering various business licenses, including those for construction, restaurants, and traders, issued through the clerks of the court.
Composition and Election
- Term Length: 4 years.
- Term Limits: None (Maryland law does not restrict the number of terms a Comptroller may serve).
- Election Cycle: Elected during the gubernatorial election cycle (e.g., 2022, 2026).
- Eligibility: While the Maryland Constitution does not specify strict age or residency requirements, the Comptroller must be a registered voter and is required to keep their office at the seat of government (Annapolis).
