- Legal Counsel: Serving as the chief legal advisor to the Governor, the General Assembly, the Judiciary, and nearly all state departments, boards, and commissions.
- State Representation: Representing the interests of the State of Maryland in all legal matters, including litigation before the Maryland Supreme Court, the Appellate Court of Maryland, federal courts, and the U.S. Supreme Court.
- Legal Opinions: Issuing formal written opinions on the constitutionality or interpretation of state laws upon the request of the Governor or the General Assembly.
- Consumer Protection: Enforcing the Maryland Consumer Protection Act to investigate and prosecute unfair or deceptive business practices, including health club registrations and home builder licensing.
- Criminal Prosecution: Investigating and prosecuting specific types of crime, including Medicaid fraud, insurance fraud, organized crime, and public corruption.
- Independent Investigations: Through the Independent Investigations Division (IID), investigating all police-involved fatalities in the state and, as of 2023, exercising the authority to prosecute law enforcement officers in those cases.
- Legislative Review: Reviewing all bills passed by the General Assembly for constitutionality and legal sufficiency before they are signed into law by the Governor.
- Antitrust and Securities: Enforcing state laws regarding fair business competition and protecting investors from financial fraud through the Securities Division.
