The day’s proceedings will commence with an executive session at 3:00 p.m., followed by the work session beginning at 4:05 p.m. The work session will open with a proclamation recognizing Metastatic Breast Cancer Awareness Day. This will be followed by a preview of the 2027 Legislative Session, featuring insights from Senator Paul Corderman and Delegate Matthew Schindler, likely offering residents an overview of proposed state-level legislation that could impact Hagerstown.
Further into the agenda, the council will deliberate on the allocation of opioid restitution funds. A Memorandum of Understanding (MOU) with the Washington County Health Department regarding these funds is set to be presented by Michelle Hepburn, Chief Finance Officer, and Karen Reese, Grant Coordinator. Following this, the preliminary budget for General Fund Agency Contributions for Fiscal Year 2028 will be presented by Chief Financial Officer Michelle Hepburn, providing residents with an early look at the city’s financial roadmap and potential impacts on municipal services.
The meeting will also address park naming procedures, with Eric Deike, Director of Public Works, expected to outline the proposed process. Economic development will be a focal point with Chris Siemerling, Economic Development Specialist, slated to present proposed guideline changes to the Invest Hagerstown Programs. These changes could signal new opportunities or adjustments for businesses looking to invest and grow within the city. Concluding the substantive agenda items, Police Chief Paul ‘Joey’ Kifer will provide an update on the issue of speeding on S. Potomac Street, a matter of public safety and quality of life for residents in that area. The City Administrator and Mayor & Council will also have opportunities to provide comments before the session adjourns at 5:50 p.m.
